Unless you are a skilled builder, I’d recommend against it. It would be traumitizing for the dog to have the wheelchair break!
Ask for some ideas from your vet, and go to your local hardware store–they’ll know an idea of what parts you need.

Some vets have these wheelchairs that you can borrow or rent for animals check around at all the clinics. IF you cannot get a wheelchair right away try wrapping towel around his belly and helping him up and down to go outside with that. Also try different animal organizations who may donate one to you or get it at a lower price. Try looking for a used one also. Good luck and hats off for caring enough to do that for the little pup.
Maybe you could contact a dachshund rescue. Dachshunds are prone to back injuries and many need carts / dog wheelchairs. I bet a dachshund rescue could help you find an organization that helps people get these for their dogs at a low cost.
